It looks like you were looking at a roof rack that uses the Rhino Rack Euro Bars # RREB106B, which I don't recommend because of the lack of accessories that are designed to fit on these bars, but there is a great option available from Rhino Rack that will work on your 2014 Toyota Prius c. I have a solution for you, but the pads you're referring to were used on the Yakima Q towers, which are not a fit on your 2015 Prius c. Most of the pads for this have been discontinued. We still have the F- Pad # Y8810097 which will fit on the old and new model Q towers, but most of the other pads have been discontinued. We no longer have the E pad or the A pad that I think you would need.

The hitch and bike rack manufacturers all agree that bike racks used in a Class I hitch like the Curt # C11484 should not carry any more than two bicycles (even kid's bikes) even if the rack used has a 4 bike capacity and for good reason.
